Proposal sent to Minister (French)

Introduction

Le groupe « Lebanon Philatelic Group» a été créé par M.
Bassem MEDAWAR en 2004 dans le but de faciliter l’échange
d’informations s sur les timbres du Liban. Le point de départ
était lié à la constatation qu’il y a plein de timbres
libanais douteux sur le marché mondial, mais qu’il y avait des
philatélistes qui savent comment reconnaître les timbres
d’origine.

L’une des actions les plus spectaculaires du groupe était, et
suite à l’information de feu M. Elie MOURAD, de forcer la
puissante « American Philatelic Society » de retirer de son
magasin en ligne des timbres douteux du Liban et ceci par envoi
d’emails de protestation en masse.

Les membres du groupe habitent à l’étranger et au Liban et sont
des collectionneurs débutants ou confirmés et des marchands.

Nous avons compilé les diverses idées et aboutit au document

Sur les sujets d’émissions des timbres

Tout d’abord félicitations pour la série sur l’Armée
Libanaise. Ci-joint quelques idées d’émissions :

* En observant le logo du congrès de l’Intishar, je n’ai
pu m’empêcher de penser à la première émission sur les
émigrés libanais en date de 1950

L’émission suivante fût en 1955 et puis plus rien sauf si on
ajoute les émissions de l’Union des Libanais dans le Monde de
1960 et le Congrès des Libanais dans le monde de 1964. Dans tous les
cas ça fait longtemps qu’il n’y a pas eu de série
Emigrés. On peut ajouter à cette série des personnes
célèbres issues de l’émigration libanaise (M. Dabaghy, Y.
Chahine, … )

* Croix Rouge et Défense Civile : la dernière émission
concernant la croix rouge est du 1988. La Défense Civile n’a
jamais eu d’émission. Une surcharge symbolique est intéressante
pour être reversée à la croix rouge libanaise.

* Série Courante Cèdre : la dernière en date est de
l’année 2000. Jusqu’aux années 1960, toutes les séries
courantes contenaient des timbres cèdres. Il est intéressant de
réémettre la série courante de cèdres annuellement, si possible
avec des carnets adhésifs dont la couverture est en papier
recyclable.

* Série annuelle personnages célèbres libanais: malgré
la multitude de personnages de renommée connue dans le monde
culturel et scientifique et en excluant les hommes politiques, peu de
personnages célèbres libanais ont eu leur timbre : Gébrane
dans 3 séries, M. Naïmy dans une , E . Abouchabaké un timbre,
Georgina une série, Emirs Fakhreddine et Béchir , H.K. Sabbah,
Imam Ouzaï, Akhtal Saghiir, A. Zakher, Abdel Aal et 6 peintres
libanais. Une série annuelle est la bienvenue et pourra chaque
année avoir un thème (la littérature, le cinéma, la
chanson, le théâtre, les sciences ….). Pourquoi pas Chouchou,
Boulboul Afandi (M. Afiouni), Abou Nous Lseen (E. Sneifer), Abou Melhem
(etc..) pour débuter.

* Lors de la discussion au parlement la semaine passée
l’environnement a été cité. Deux émissions ont
été réalisées sur ce thème en 1974 (Conférence de
Stockholm) et la série environnement de 1994. Si les deux séries
étaient artistiquement belles, elles sont abstraites.
Dernièrement l’administration postale française a émis un
carnet sur l’environnement : les messages en faveur de
l’environnement sont très clairs :

Messages d’environnement au verso.

Les timbres libanais pourront être adaptés au cas du Liban
(malheureusement par absence d’éducation environnementale concernant
les énergies renouvelables ou le recyclage). Les messages doivent
être clairs dans le but de la formation des libanais.

* Séries Thématiques : pour joindre l’agréable à la
rentabilité des séries thématiques « fantaisistes »
peuvent être émises (toutes les émissions du Liban ont des
sujets sérieux) : anciennes voitures, avions, chanteurs rock ou
pop,…. Il y a toujours les séries thématiques dites
sérieuses de la croix rouge, faune, flore …

* Série Touristique – « Propagande » : les libanais
votent pour élire la grotte de Jeita une des 7 merveilles naturelles
du monde. Une série sur la grotte de Jeita avec message voter pour
Jeita prouvera l’intérêt de l’état dans cette
élection.

Comment favoriser la philatélie libanaise

Ci-joint les diverses propositions dans le désordre, et sans
limitation :

* Offrir la vente en ligne des diverses émissions de timbres et
ceci sans surcoût. Ceci simplifiera la vie aux collectionneurs
d’une part et augmentera la rentabilité de LibanPost d’une
autre part.

* La vente en ligne pourra inclure les divers timbres fiscaux, blocs
souvenirs, carnets et tout type de matériel philatélique comme
les collections semi-annuelles, enveloppes pré-timbrées,
collections pour débutants, …

* L’abonnement aux nouvelles émissions comme le font les
diverses administrations postales nationales.

* Annoncer en avance et avec un planning les émissions de
nouveautés sur une base annuelle ou semi-annuelle comme le font les
diverses administrations postales ; même si ça pourrait priver
certains ministres des postes l’effet annonce/surprise pour
certaines émissions. La planification n’empêche nullement
d’avoir des émissions exceptionnelles, comme par exemple la
visite de certains chefs de pays ou dignitaires.

* Participer en tant qu’administration postale à des
expositions internationales, ce qui permet de vendre des timbres du
Liban (surtout si c’est en liaison avec l’exposition) et
remmener des abonnements supplémentaires.

* Débuter un musée du timbre libanais qui a pour mission de
transmettre le patrimoine aux diverses générations, donner les
informations, …. Les grands collectionneurs pourraient mettre à
contribution quelques séries moyennant la citation de leur nom par
exemple.

* Créer le « Lebanese Philatelic Society » sous l’égide
du ministère et dans le but premier de favoriser la philatélie
libanaise et d’être la référence au niveau expertise.

Sur certaines émissions des timbres

Certains dysfonctionnements d’émission doivent être réglés
pour ne pas tomber dans certains cas problématiques. Pour
l’exemple :

* Le timbre commémoratif ESCWA a été émis en 2001, puis
retiré rapidement.

Compte tenu qu’il n’était en circulation que peu de temps il a
vite atteint des prix importants chez les philatélistes : 50
USD/timbre ; on a même révélé un Bloc de quatre vendu à
400 USD !!!

Quelle fût notre « mauvaise » surprise quand
l’administration postale a remis en circulation le timbre en 2007.
Les philatélistes ont eu pour leurs frais.

* La série Quana surchargée avec le fleuron en croix : Quand
LibanPost a eu la responsabilité de l’émission des timbres, il a
mis en circulation d’anciens timbres surchargés, mais d’une
façon totalement chaotique sur le territoire libanais. Le timbre
Quana de cette série a été sur-utilisé dans les bureaux
l’ayant reçu. Actuellement cette série est une rareté et
est hors de prix.

* La série des martyrs (b. gemayel, k. joumblat, r. karamé,h.
khaled,…) reste un mystère pour les philatélistes. Annoncée
dans le monde philatlique pour le 25ème anniversaire de la mort du
président B. Gemayel, elle ne vit jamais le jour. Selon certaines
informations la série a été rejetée et détruite bien que
certains réclament qu’ils ont reçu un spécimen. Dans ce
cas de figure un planning annuel aurait enlevé ce doute.

Conclusion

En vous souhaitant la réussite dans votre besogne au ministère et
en espérant que les propositions du groupe attirent votre attention
et contribuent à l’essor de la philatélie libanaise, nous vous

Introduction

The group « Lebanon Philatelic Group» was created by Mr.
Bassem MEDAWAR in 2004 with the aim to facilitate the exchange
information about Lebanon stamps. The starting point was the
realization that there are plenty of Lebanese stamps tainted with
doubt on the global market, but there are philatelists who have the
expertise to determine which stamps are authentic.

One of most spectacular actions of the group has been, following an
alert by Mr. Elie MOURAD, of forcing the powerful « American
Philatelic Society » to retract from its store a series of doubtful
stamps of Lebanon after receiving protest emails in-mass.

Members of the group reside in Lebanon and outside Lebanon and are new or experienced collectors and dealers as well.

We have compiled together different ideas in the following document.

On the subject of stamp issues

Firstly, (we offer) congratulation for the Lebanese Army series. Some thoughts on issues:

* In observing the congress-of-Intishar logo, I couldn’t help but
think about the first issue regarding Lebanese immigrants in the year
1950.

The issue was followed by another in 1955 and then nothing except
World Lebanese Union in 1960 and World Lebanese Congress in 1964. In any case it’s been a long time since there has been a series for the immigrants. We can also add to these series Lebanese immigrant
celebrities (M. Dabaghy, Y. Chahine, … )

* Red Cross and Civil Defense: the last issue about the Red Cross
is 1988. Civil Defense was never honored with an issue. A symbolic
and interesting surcharge could be earmarked to the benefit of the
Lebanese Red Cross.

* Definitive Cedars issue: the last (issue) date is the year 2000.
Until the year 1960, all definitive issues had contained cedars stamps. It would be interesting to reissue the definitive cedars series annually, if possible with the self-adhesive booklets with recycled paper covers.

* Cancelled series of Lebanese celebrities: despite the multitudes
of famous personalities known in the cultural and scientific world,
and excluding political personalities, very few Lebanese celebrities got a stamp: Gébrane in 3 series, M. Naïmy in one, E. Abouchabaké one stamp, Georgina one series, Emirs Fakhreddine and Béchir , H.K. Sabbah, Imam Ouzaï, Akhtal Saghiir, A. Zakher, Abdel Aal and 6 Libanese painters. An annual series would be welcome and may have a theme (literature, cinema, song, theater, sciences ….). Why not Chouchou, Boulboul Afandi (M. Afiouni), Abou Nous Lseen (E. Sneifer), Abou Melhem (etc..) to start.

* During parliamentary discussions last week the environment was
mentioned. Two issues were release on this subject in 1974 (Stockholm Conference) and the environment series of 1994. Although the two series were beautiful from an artistic point of view, they were rather abstract. Recently the French postal authority has issued a booklet on the environment: the arguments in favor of the environment are clear:

Environmental promotion on the back.

The Lebanese stamps could be adapted in the case of Lebanon
(unfortunately through the absence of environmental education
regarding renewable energy and recycling). The messages should be
clear with the goal of informing the Lebanese.

* Thematic series: to join in the pleasant profitability of the
thematic series « fantasies » could be issued (all Lebanon issues have serious subjects) : old cars, planes, rock or pop singers,…. There are always thematic series that are serious such as the Red Cross, fauna, flora …

* Touristic Series – « Promotion » : Lebanese are (currently)
voting to name the Jeita Cave as one of the 7 wonders of the world. A series regarding Jeita Cave with a promotion to vote for Jeita could interest the nation in this vote.

How to favor Lebanese Philately

Below are different propositions, not in order and without limitation:

* Offer to sell online all sorts of stamps issues without
surcharge. This will simplify the life of collectors on one hand and increases LibanPost profitability on the other hand.

* Online offering could include divers fiscal stamps, blocks,
souvenir sheets, booklets and all sorts of philatelic material such as semi-annual collections, pre-stamped envelopes, collections for
beginners, …

* New issues subscription as do other national postal administrations

* Announce ahead of time the planning of new issues on an annual
or semi-annual basis as do other postal administrations; even if this takes away from certain postal ministers of the effect of surprise announcement of certain issues. Planning prohibits anyone from obtaining exceptional access to issues, like for example the visit of certain heads of state or dignitaries.

* Participate as a postal administration in international
expositions, those which allow the sale of stamps of Lebanon
(especially if done in conjunction with the exposition) and take
supplemental subscription.

* Launch a museum of Lebanese stamps with the mission to relay the
(Lebanese) patrimony to divers generations, provide information, ….
Major collectors could donate (to the museum) some series for example in return for having their names cited (as contributors).

* Create a « Lebanese Philatelic Society » under the guidance of
the minister and with the objective of favoring Lebanese Philately and
to act as a reference at expert level.

Regarding certain issues of stamps

Some dysfunctional methods of issues must be regulated to avoid
falling into certain problems. For example:

* The commemorative stamp ESCWA was issued in 2001, and then
quickly withdrawn.

Since this stamp was only in circulation for a short time, it achieved a high price among collectors: 50 USD/stamp; there has even been a revelation that a block of four stamps was sold for 400 USD !!!

Imagine our « bad » surprise when the postal administration put back the stamp in circulation in 2007. Philatelist (have just about) had it for the fees (they pay).

* The Qana series overprinted with floret crosshairs : when
LibaPost took over the responsibility issuing stamps, it placed in
circulation old stamps overprinted, it did it in a chaotic fashion
over the Lebanese territory. The Qana stamps in this series was
over-utilized in the offices that received it. In reality, this
series was rare and was valued above the (denominated) price.

* The martyrs series (b. gemayel, k. joumblat, r. karamé,h.
khaled,…) remains a mystery for philatists. Announced to the world on the 25th anniversary of the passing of President B. Gemayel, it never saw the light of day. According to some sources the series was thrown out and destroyed even though some claim to have received specimen. In such a case annual planning would have eliminated all doubt.

Conclusion

We wish you success in your task as minister and hope that the
proposals of the group attract your attention and contribute towards the elevation of the Lebanese philately, we pray, your Excellency, that you would receive our distinguished expression of sentiments.

Finance minister has withdrawn two fiscal stamps due to forgeries.

The withdrawn fiscal stamps are:

5,000 LL Quaroun Lake, 2000 issue
10,000 LL Saida Fort, 2003 issue

وزير المال قرر سحب الطوابع المالية من فئتي الخمسة آلاف ليرة لبنانية

والعشرة آلاف ليرة لبنانية من التداول لوجود طوابع مزورة من هاتين الفئتين

وطنية 24/7/2007 (اقتصاد) قرر وزير المال الدكتور جهاد ازعور سحب الطوابع المالية من فئتي الخمسة آلاف ليرة لبنانية (رسمة بحيرة القرعون إصدار عام 2000)، والعشرة آلاف ليرة لبنانية(قلعة صيدا)، من التداول واعتبارها لاغية ابتداء من 1/8/2007 بعد أن اكتشفت وزارة المالية وجود طوابع مزورة من هاتين الفئتين. وجاء في القرارين:

“إن وزير المالية بناء على المرسوم رقم 14953 تاريخ 19/7/2005 (تشكيل الحكومة)، بناء على المرسوم الاشتراعي رقم 67 تاريخ 5/8/1967وتعديلاته (قانون رسم الطابع المالي) ، بناء على القرار رقم 1027/1 تاريخ 9/12/2006 المتعلق بتحديد فئات وكميات الطوابع المالية المجاز إصدارها لعام 2003، بناء على القرار رقم 1343/1 تاريخ 6/9/2003 المتعلق بوضع بعض فئات الطوابع المالية قيد التداول، بناء على إقتراح مدير المالية العام، قرر ما يأتي:

المادة الأولى: تسحب من التداول، وتعتبر لاغية اعتبارا من تاريخ 1/8/2007 فئة العشرة آلاف ليرة لبنانية رسمة قلعة صيدا إصدار 2003 من الطوابع المالية المجاز إصدارها بموجب القرار رقم 139/1 تاريخ 20/2/2003، والموضوعة قيد التداول بموجب القرار رقم 1343/1 تاريخ 6/9/2003 .

المادة الثانية: يمنع على أية جهة عامة أو خاصة، وعلى أي كان من الموظفين أو غيرهم استعمال الطوابع المالية من الفئة المذكورة على الصكوك والكتابات والمستندات من أي نوع كان وأيا كان شكلها وذلك تحت طائلة الملاحقة الجزائية بجرم التزوير واستعمال المزور.

ويطلب من لجنة مستودعات الطوابع عدم تسليم هذه الفئة إلى المحتسبيات المحلية وأمناء الصناديق.

المادة الثالثة: يطلب من المحتسبين المحليين وأمناء الصناديق الموجودة لديهم هذه الفئة من الطوابع الامتناع فورا عن بيعها من الجمهور أو الباعة وتسليم أرصدة ما لديهم من هذه الفئة إلى أمين صندوق الطوابع المركزي في دائرة المحاسبة والصناديق – مع كشف بالكميات المستلمة من هذه الطوابع متضمنا تواريخ استلامها، وأرقامها والكميات المباعة من المرخصين وأرقامها وتواريخ البيع، والكميات المباعة من الجمهور، وأرقام وتواريخ إيصالات تسديد ثمنها إلى الصندوق المالي، والكميات الباقية لديهم وأرقامها، في مهلة شهر من تاريخه.

المادة الرابعة: يطلب من المرخصين الباعة الموجودة لديهم هذه الفئة من الطوابع الامتناع فورا عن بيعها من الجمهور وتسليم أرصدة ما لديهم إلى لجنة الإشراف والتدقيق على صناديق الطوابع في دائرة المحاسبة والصناديق مرفق بكشف ينظمونه على مسؤوليتهم بالكميات المستلمة من هذه الطوابع متضمنا تواريخ استلامها، وأرقامها والكميات المباعة من الجمهور وأرقامها وتواريخ البيع والكميات الباقية لديهم وأرقامها ومراكز الشراء، وذلك في مهلة تنتهي في تمام الساعة الثانية عشرة من ظهر يوم 15/9/2007 تحت طائلة فقدان حقهم بالاستبدال.

يعطى المرخصون أصحاب العلاقة إيصالا بكميات الطوابع المعادة من قبلهم على ان يصار إلى تسليمهم في خلال ثلاثة أشهر من تاريخ الإيصال، كميات من فئات الطوابع المالية الأخرى بما يعادل قيمة الطوابع المعادة من قبلهم .

المادة الخامسة: يطلب إلى الأشخاص والمؤسسات الذين توجد بحوزتهم طوابع من هذه الفئة ان يتقدموا ضمن مهلة أقصاها 15/9/2007 بطلب الاستبدال إلى لجنة الإشراف والتدقيق على صناديق الطوابع يتضمن المعلومات الآتية:

1- اسم الشاري وعنوانه ورقم الهاتف.
2- اسم البائع أو أمين الصندوق أو المرخص وعنوانه .
3- عدد الطوابع المنوي استبدالها وأرقامها وقيمتها .
4- إرفاق صورة عن تذكرة الهوية .
5- يعطى صاحب العلاقة إيصالاً بكمية الطوابع المستلمة منه على أن يصار إلى تسليمه في خلال شهرين كميات من فئات الطوابع المالية الأخرى بما يعادل قيمة الطوابع التي تثبت اللجنة المؤلفة في المادة السادسة من هذا القرار بأنها صحيحة وسليمة .

المادة السادسة: تؤلف لجنة من السادة: خليل جبور رئيسا، درويش الحصري عضوا، علي الخليل عضوا، ومهمتها: تعداد كميات الطوابع المالية من فئة العشرة آلاف ليرة المذكورة الموجودة في المستودع.

2-استلام كميات الطوابع المالية من لجنة الإشراف والتدقيق على صناديق الطوابع والمعادة من الباعة المرخصين والأشخاص والمؤسسات .
3-الكشف على الطوابع المعادة من الباعة المرخصين والأشخاص والمؤسسات وعلى ضوء ذلك تقرير عملية الاستبدال للطوابع الصحيحة والسليمة ورفض الطوابع المستعملة وغير الصحيحة.
4-تنظيم محضر بإنجاز المهمة يبلغ إلى وزير المالية.
تمارس اللجنة مهمتها بإشراف وحضور مفتش مالي ينتدب لهذه الغاية.

المادة السابعة: يبلغ هذا القرار حيث تدعو الحاجة”.

A Basil Fleihan stamps set was issued yesterday on Basil’s passing
anniversary. From the grainy TV picture I make out:

500 LL Yellowish, Basil in graduation gown and business suit
1500 LL Blueish EU/Lebanon partnership with Basil, the Lebanese flag and
EU flag
2000 LL Lebanese flag background and Basil in the foreground

4000 LL Souvenir sheet containing the three stamps with brown, map of
Lebanon, background

Also saw what looks like a first day cover dated April 18, 2007 with
writing in Arabic: isdar awal and signed Marwan Hmedeh. The cover has
the three stamps set.

Wasn’t this the only set since the Hariri anniversary set?

Lebanese Philately for 2004 – Summary

2004 Group Summary :

Good start of the group which was created by Bassem Medawar.
Successful action with APS to take off some forgeries from their store.
Discussions about errors & doubtful material. As expected very active
discussions between members on errors, the AK signature on Beshir
folders, …
Discussions about pricing cross Quana serie: buyers give low prices &
sellers give high prices. It is normal, no?

2004 Lebanon Issues Summary:
============================
A lot of issues:Mainly the Post Office building, ski issues, cultural
festivals, st georges hospital.
The fiasco of 100LL&300LL of ski issue: different stamps in the serie
with same values. After deciding the retention of these stamps, they
were released short time after.
and we hope that next year stamps will be beautiful & the issues less
archaic.

Forgeries on Ebay. Buyers beware.

Here is my take on the Qana cross set price/hoarding question. First of
all demand and supply rules. However in any free market, it is easy for
someone to manipulate the market unless the market has rules for proper
behavior. What are the rules in the Lebanese stamps market and who is
enforcing them?

Is it OK for dealers to bid on each other’s auctions? As long as they are
using their own names and there is no collusion, why not? I am in buying
mode today. If I start selling tomorrow does this mean that I have to stop
buying?

Second, is someone hoarding the Qana cross set in order to artificially
inflate the price? The answer depends on who. If the hoarder is an
official with access to governmental supply of stamps who purchased the
stamps at the time at face value and knew before the public that the set
was going to be withdrawn, then there is insider knowledge ethics violation.

This becomes furthermore a criminal matter if the insider/hoarder stole the
stamps from the official depot where the withdrawn stamps are held. In a
transparent government (which ours isn’t) the government would clearly
state how many stamps were withdrawn and keep accounting of
them. Furthermore the withdrawn stamps should either be destroyed by the
government or locked in a government vault like the central bank to control
access to the storage. There is little difference between stamps and
monetary notes. It’s all paper printed at relatively little cost with a
monetary value exceeding the printing cost.

[If you read rec.collecting.stamps.discuss there is a big hoopla about the
US government wanting to destroy a government huge hoard of Revenue stamps
in its possession to control its inventory. Collectors want the government
to sell these stamps on the collectors market instead of destroying them.]

If the Qana-cross set hoarder is someone without connections and without
insider knowledge and simply lucked out or made a shrewd decision to buy
the Qana cross set before it was withdrawn then good for him or her. I
don’t see a problem with this nor do I see any obligation for the hoarder
to sell at a lower price.

Good News for Conference

Good Morning,
I’ve received today a positive answer from the dean of Esib who will
give us a conference room.
So the subjects until now are:
a- M. Tony Helou for what to collect in Lebanon stamps
b- Lebanon_Philately group: compilation of different methods for
detecting original/doubtful sheets/stamps with presentation of the
group (please Bassem M. if you prepare the introduction).
c- M. Moustapha Assad: Stamps History in Lebanon (subject to be
confirmed).

What do you think of a round table on promoting the Philately in
Lebanon.

We still need:
a- two subjects (in order to have a two hours conference)

Beyond getting together to show off collections, buy and sell, I think
there is a need to organize Lebanon philatelists and philately. How many
times have you looked at the philately page on the Libanpost web site and
thought, what a shame. If you don’t already know, the page consisted for
the past many years of a simple form to submit your name and interests to
LibanPost. That’s it. You never get any feedback. Speaking of which,
whatever happened to:

Did their rent expire? Currently you get an IDM page instead.

So I would emphasize the organizational aspect for this meet, to promote
the creation of a Lebanon philately advocacy group.

An old theme that the government my be interested in is to advertise
tourism through philately.

Another worthy goal is to create a reference material web site, not unlike
Elie M. excellent web site with a broader scope and with Q&A for newbies
and experts alike. Perhaps there can be an interactive feature where
anybody can submit a question that gets answered by a list of (more expert)
moderators.

Back to the conference, you need first to determine the intended
audience. The audience could be:

- Philately hobbyists and professionals
- Philately retailers, those licensed by the government to sell stamps in
circulation
- Philately consumers including small and large businesses

If business (retailers and consumers) is involved then this raises the
level of interest and participation.

Can we get the government to demo future issues?

Can we get designers of Lebanese stamps to attend and talk about their craft?

Can we get printers of Lebanese stamps to attend and talk about the past
and future of stamp printing, quality control, etc.?

Another idea is to create an adjoining workshop of some sort with classes
for both newbies and more expert hobbyists.

Lebanon Philately Conference – Continue

Good Evening,
Thanks for Bassem & Elie M. for their remarks.
The idea for this summer is cultural and is oriented to have lectures
on various subjects concerning Lebanon Philately in an afternoon.
We can have also an exposition of various stamps of Lebanon.
It is for philatelists and for dealers to begin somewhere.
I think that Bassem has given a good number of ideas of lecturers and
subjects on the end of his post.
This meeting can be a preliminar to have a Lebanon Stamps exposition
next year which should be more both commercial/cultural.
For the place i’ll check with the Esib (Ecole des Ingenieurs de
Beyrouth) if they can lent us a conference room. All other
suggestions are welcomed for the place.
For the date it can be around 20th august in order to have some time
to prepare the conference but especially to send invitations &
mailings.
The minister of communication should be invited as it is
the “coutumes” in Lebanon.

Still waiting for other suggestions from all of you even if you
cannot come.
